Himayu Shiotani

Master of Arts in International Policy Studies, Certificate in Nonproliferation

IPSS Assignment: United Nations Office for Disarmament – New York, New York

Himayu was born in Kanazawa, Japan. For 9 years he lived in the Himalayan mountain range, in Mussoorie, India. Himayu has a B.A. in International Studies from Earlham College and a certificate in Mandarin language studies from East China Normal University in Shanghai, China.
With regards to his past professional experiences, Himayu has previously interned at the National Parliament of Japan as the assistant secretary to the Deputy Minister of Education. More recently, Himayu worked with Amnesty International under the Counter Terrorism with Justice Division, as well as on foreign worker’s rights and human trafficking issues in Japan. He is also a researcher at the James Martin Center for Nonproliferation Studies, working on policy matter related to public health preparedness and response to radiological and chemical incidents.
For his IPSS placement, Himayu worked for the United Nations Office for Disarmament Affairs (UNODA), Conventional Arms Branch, in New York.  At the Office, Himayu managed over five disarmament projects, including the Arms Trade Treaty, Armed Violence Reduction, Programme of Action on small arms, and the International Tracing Instrument and Matching Needs and Resources project. His major contributions towards the Office include: research towards the Secretary General’s report on Confidence Building Measures in the Field of Conventional Arms, and Military Expenditures; assisting the drafting of Meeting of Governmental Experts on small arms  (MGE) Chair’s paper and the outcome document; drafting and compilation of UNODA document called Matching Needs and Resources; providing political advise to the Chair and the process of Arms Trade Treaty; and supervising interns during the Arms Trade Treaty Preparatory Committee.

 

Upon completion of his IPSS with UNODA, Himayu was offered a research position for an Armed Violence Reduction project from the Office. Himayu is currently pursuing M.A. in International Policy Studies, certificate in nonproliferation, and is expected to graduate in December 2011.
