Last week President Emeritus Robert Gard delivered a speech on nuclear terrorism at the Miller Center for Public Affairs at the University of Virgina. The speech is an excellent introduction to a critical global security problem that in effect is the basis for the MA in Nonproliferation and Terrorism Studies.
