The University of Central Asia (UCA) is establishing a Public Policy Centre (PPC) to generate, disseminate and promote the application of knowledge for the development of the countries of Central Asian region and their societies.  With an initial thematic focus on issues of regional cooperation, the PPC will engage regional and international stakeholders in a wide range of research, dissemination and professional development activities. UCA is seeking to fill key positions of PPC Director, Project Coordinator and Lead Researchers commencing in August 2011.

PPC Regional Cooperation and Confidence Building (RCCB) Project

An inaugural initiative of the UCA Public Policy Centre, the Regional Cooperation and Confidence Building Project (RCCB) will build the capacity of selected public servants in Tajikistan, the Kyrgyz Republic, Kazakhstan and Afghanistan to access and formulate analysis to inform and strengthen their governments’ ability to confidently advance regional cooperation agendas. The project will achieve this objective through (i) the establishment of a focus on regional cooperation as a thematic research area of the Public Policy Centre (PPC); (ii) the design and delivery of a seminar for selected public servants drawn from the four participating countries, and; (iii) the hosting of a forum on regional cooperation for seminar participants and a wider audience of stakeholders involved in regional cooperation initiatives in early 2013.

Summary of Positions and Key Qualifications:

(1) PPC Director – Based in Bishkek, Kyrgyz Republic, the Director will refine and lead the implementation of the Centre’s five-year strategic plan, oversee the development of the Centre’s research agenda, and establish long-term research partnerships with national, regional, and international institutions.  Key qualifications include a PhD  (or equivalent) in Economics or another relevant field and eexperience in the strategic development of a research institution.

(2) PPC Project Coordinator – Based in Bishkek, Kyrgyz Republic, the Project Coordinator will be responsible for management of all aspects of the RCCB project, in collaboration with UCA, Aga Khan Development Network (AKDN) and regional and international stakeholders.  Key qualifications include:   PhD or MA (or equivalent) in Economics or another relevant field and 5 years experience in project management and policy analysis within an international organization, policy centre  or academic institution.

(3)  Lead Researchers (4) – Based in national capitals of Kyrgyz Republic, Tajikistan, Kazakhstan and Afghanistan, the PPC Lead Researchers will: (i) conduct analysis of national development strategies and opportunities for regional cooperation, using secondary sources and structured discussions with national stakeholders (government, private sector, civil society), and; (ii) design and lead a seminar for selected public servants.  Key qualifications include:  PhD or MA  (or equivalent) in Economics or in a field relevant to the thematic area of regional cooperation and regional economic development and four years policy research experience with an international organization, policy institute or academic institution in one of the four countries of Afghanistan, Tajikistan, Kyrgyz Republic and Kazakhstan.
