Project Officer, World Movement for Democracy

Position Summary:

The Project Officer, World Movement for Democracy, is responsible for: overseeing the electronic communications of the World Movement Secretariat at NED, including maintaining the World Movement Web site, updating participant databases, identifying and implementing new ICT applications, and updating social networking pages; developing and implementing invitation and registration processes for biennial global assemblies; facilitating regional networking in Central-Eastern Europe and Eurasia and assisting in the implementation of the Defending Civil Society project as relevant to that region.


Electronic Information and Communications

  • Ensure accurate and timely updates to various pages of the World Movement Web site, including home page, resources page, and project pages; initiate and develop new Web site pages; edit, transcribe and upload “DemocracyVoices” videos; and post biennial assembly and other event and research reports.
  • Write and edit summaries of relevant items for timely dissemination and posting in monthly e-newsletter and alerts; update and maintain World Movement Facebook page, Twitter account, and other online social network pages; and identify and implement new electronic applications for more efficient and engaging communications strategies.
  • Develop and maintain internal and online participant databases.

Overseas Biennial Assemblies

  • Take lead responsibility for invitation and registration processes for biennial assemblies, each of which is organized in a different global region; work with travel agency and/or other vendors to develop and implement online registration site and oversee onsite participant registration process at each assembly.
  • Engage with other Secretariat and NED staff on determining topics, organizers, presenters, and other personnel for plenary sessions, panel discussions, and workshops, and take lead on assembly activities relevant to Central-Eastern Europe/Eurasia (as noted below).

Regional Networking — Central-Eastern Europe/Eurasia

  • Maintain communications with participants in the Central-Eastern Europe/Eurasia region and help facilitate networking.
  • Provide suggestions to participants for activities, communication strategies, funding sources, and other aspects of networking in the region.
  • Assist with implementation of Defending Civil Society project as it relates to the region by organizing regional and national workshops and disseminating and posting project-related materials.
  • Work with participants from the region to develop and organize relevant workshops at the World Movement’s biennial assemblies abroad.


  • BA degree in international affairs or related area of study required (MA preferred).
  • Three to five years experience required in Web site development, electronic communications, social networks, and other aspects of using ICTs.
  • Demonstrated experience developing and maintaining databases required.
  • Experience organizing events and activities overseas and/or other work experience abroad highly desirable.
  • Substantial knowledge of political developments, particularly regarding democratization, both globally and in Central-Eastern Europe/Eurasia in particular, is required; knowledge of civil society sectors engaged in advancing democracy (media, education, human rights, youth engagement, women’s political participation, elections, political parties, etc.) is highly desirable.


  • Excellent oral and written communication skills in English required.
  • Proficiency required in HTML scripting, spreadsheet and database programs, social networking sites, email listserv software, and other information and communications technologies required.
  • Proficiency required in reading, writing, and speaking Russian; knowledge of other language(s) highly desirable.
